The two phones were probably the first batch of super-affordable smartphones to have hit the Indian market, back in the day. The two, together, set benchmarks for future generations to follow.
If it weren't for the Moto E and the Redmi 1S, the Indian budget smartphone scene would not be what it is today. The budget smartphone segment, now, has some very viable options, thanks to the aforementioned phones.
Interestingly, we also have the Moto G4 Play and the Xiaomi Redmi 3S Prime in the market now. Both the phones - like their predecessors - are super-affordable. They, also like their predecessor phones, offer decent specs. So much so that, selecting one among them can be tough for the average buyer. Let's see if I can help you out a little, to make an informed choice.
You can tell that the new Moto G4 Play is simply a Lenovo phone with the Moto dimple on the back though. If you haven't heard already, Lenovo now owns Motorola Mobility for all intends and purposes. Basically Lenovo is making all Moto phones now. Therefore some change was only just inevitable. To begin with, the Moto G4 Play, which is in fact an even cheaper Moto G4, looks exactly like the latter, and also like the Moto G4 Plus, which is the top-end Moto G right now. Moto phones have always been bulky. The Moto G4 Play isn't. It is light, and it is thin. It's still very utilitarian though, which means it is built entirely of plastic. Build quality may not be as top-notch as the Redmi 3S Prime, but it is still very practical. Not to mention, it wouldn't be as slippery as the Redmi phone.
In Lenovo's defense, the Moto G4 Play comes with a splash-proof screen which means it can withstand some accidental spillage and rain. The Redmi 3S Prime comes with scratch-resistance glass but Xiaomi won't tell me which manufacturer in particular is building its screen.
Note that, stock Android will be smoother (and faster), but MIUI 7 will give you themes and more to tailor-build your phone.
The Moto G4 Play on the other hand is powered by a humble 1.2GHz quad-core Qualcomm Snapdragon 410 processor clubbed with Adreno 306 GPU and 2GB RAM and 16GB of internal memory which is further expandable by up to 128GB via microSD card slot. The Moto G4 Play is a singleSIM phone and supports 4G LTE connectivity.
Quite obviously, the Redmi 3S Prime has better hardware, more storage and supports dualSIM. The Moto G4 Play may be running near stock Android, but, its hardware does leave you asking for more, at least on paper.

There should be absolutely no confusion here. The Redmi 3S Prime, without a doubt, is the best looking ultra-affordable smartphone in the market right now. It's all metal body oozes in confidence, right from the word go. It's equally well-built as well. For the record, the Redmi 3S is the only all-metal phone at its price point, right now.The fact that it has an even distribution of weight throughout its body ensures that it is very easy to use and operate. It can be somewhat slippery for some, but you know, this is an all-metal phone and all-metal phones are supposed to be a little slippery, anywayThe Redmi 3S Prime is a huge upgrade over its predecessor phones in design and build quality. The Redmi 3S Prime, since we are talking of the build, also comes with a rear-mounted fingerprint scanner. The Moto G4 Play doesn't have a fingerprint scanner. Both the phones come with 5-inch HD display with a 720p screen resolution, but, the Redmi 3S Prime with its thin bezels offers slightly more real estate to work on than the Moto G4 Play.Software
Both the phones run Android 6.0.1 Marshmallow software out-of-the-box. The Moto G4 Play, as expected, runs an almost unmodified version of Android, which means it is almost free of any adulteration and bloat or unwanted apps. Xiaomi on the other hand puts in its own skin on top of Android, which is called MIUI. The Redmi 3S Prime runs MIUI 7, and will be upgradable to MIUI 8. Now there are two kinds of users: one who like stock Android and others who like the customisation that third-party Android skins have to offer. The phone you choose will depend on your preference then.Note that, stock Android will be smoother (and faster), but MIUI 7 will give you themes and more to tailor-build your phone.
